Good governance: Free access to public information

The Republic of Macedonia adopted the Law on Free Access to Public Information in 2006, and the legal framework was improved with the amendments to the law in 2010. Despite this promising development of the legal framework, it is often difficult to assess and to know how much these laws actually correspond with reality and how much they are actually applied in practice.

e-Governance: National Strategy for Development of Information Society

On April 1, 2005, Task Force on information society adopted National Strategy for Information and Communication Technologies (ICT) and the relevant Action Plan. National strategy was adopted by the Government of the Republic of Macedonia on June 16, 2005 and by the Macedonian Parliament on September 21, 2005. The development of the Strategy and the Action Plan was supported by Foundation Open Society Institute – Macedonia (FOSIM), Information Technology Committee of the Government of the Republic of Macedonia, and United Nations Development Program (UNDP). In 2005 public forums were organized in several towns throughout Macedonia, and also on Information Technology Committee website to get the public on board in the process of final drafting of the documents. The National Strategy and the Action Plan identify the mechanisms, and the legal and fiscal framework necessary for the implementation of e-governance and education, e-business initiatives, and development of the ICT infrastructure. Good Governance: eGov Project – Supporting institutions in introducing standards (2010-2011)

The USAID-funded eGov Project was implemented by the Internews Network in the period 2004 – 2011, and in cooperation with the Metamorphosis Foundation in the period from 2010 to 2011. Project’s main goal was to implement modern e-government solutions in the Republic of Macedonia that would increase the efficiency and transparency of public sector management and open new channels for doing business in an open and secure manner, thus making Macedonia more attractive to the investment community. The eGov Project has developed 11 applications. Majority of them were aimed at facilitating the communication between the government institutions and the business community (G2B); however few were focusing on the interaction between the state administration and the citizens (G2C) or the interaction within specific government institutions (G2G).
