The Personal Democracy Forum is an annual conference on how technology is changing politics, government and civic life that started in America in 2004, and which first took place in Poland in 2013. Since then, PDF POLAND CEE has become the biggest European event devoted to technology, democracy and civic engagement gathering members of NGOs, activists, public administration officers and journalists from more than 20 countries.

On this 2-day event Bardhyl Jashari from the Metamorphosis Foundation spoke on the panel “Society, ‘Lightning talks’ format” on 16th of April 2015 (day 1), among others he said: “Before a country can be open and digital, and before it can enable civic engagement (as per the main topic of this Forum) it should first be free and it should enable citizens to take part in the societal processes without putting their security and privacy at risk”.
