The Programme for decentralized cooperation between the region of Lower Normandy and the Republic of Macedonia was launched in 2006, and its primary goal was to incite and contribute to the international cooperation between the two territories. It is an innovative cooperation involving various stakeholders on several levels: local, regional and national. This institutional cooperation for development of the local democracy is conducted by the Regional Council of Lower Normandy and the Ministry of Local Self-Government of the Republic Macedonia.

The decentralized cooperation between the region of Lower Normandy and the Republic of Macedonia is realized through a three-year program (2010-2013) divided into 7 pillars:

  1. Digital technologies and media
  2. Youth and active citizenship
  3. Inventory of cultural heritage
  4. Culture policies
  5. Tourism
  6. Agricultural development
  7. Human rights

The activities in each pillar are conducted by “tandems” consisting of a French and Macedonian organization, both specialized in the particular area. Numerous other local stakeholders are also involved: municipalities, citizens’ associations, foundations, private sector, educational institutions etc. This cooperation is aiming to contribute to the creation of innovative local public policies in the areas it covers through trainings, study trips, workshops and other types of exchanges.

The Metamorphosis Foundation conducts activities from the first and last pillar.
