The ICEDA (Increasing Civic Engagement in the Digital Agenda) Network is a regional coalition of civil society organizations (CSOs) and media organisations, dedicated to fostering inclusive digital transformation in the Western Balkans. Supported through the ICEDA Small Grants Scheme, the network aims to strengthen the digital capacities of citizens and civil society by advocating for transparent, accountable, and participatory digital governance.
The informal network was formed through the EU-funded initiative “Increasing Civic Engagement in the Digital Agenda – ICEDA” implemented by Metamorphosis Foundation (North Macedonia) as the lead, e-Governance Academy (Estonia), CRTA – Center for Research, Transparency, and Accountability (Serbia), Partners for Democratic Change Serbia (Serbia), NGO 35mm (Montenegro), Open Data Kosovo (Kosovo) and Lëvizja Mjaft (Albania).
Through targeted support and mentorship, ICEDA has catalyzed local innovations that increase civic engagement, promote digital literacy, and support the implementation of the Digital Agenda for the Western Balkans. The informal network operates across five countries: North Macedonia, Albania, Kosovo, Montenegro, and Serbia. With a focus on sustainable impact, the ICEDA Network empowers communities by ensuring that no one is left behind in the digital age.
