At the invitation of the global initiative Open Government Partnership (OGP) and the Regional School of Public Administration (ReSPA) , Mila Josifovska Danilovska, Program Manager at the Metamorphosis Foundation, was a speaker at the regional conference “Empowering Open Government: OGP Western Balkans Meeting 2024” which took place on November 14 and 15, 2024 in Tirana, Albania.
She participated in the panel “Exploring Digital Governance in the Open Government Partnership” where she engaged with fellow participants in discussions on innovations in digital governance and effective strategies for fostering trust among citizens.
Other speakers on the panel were Igor Vidacak, Professor at the Faculty of Political Science in Zagreb, Croatia, and Nadiia Konachuk, Open Data Expert from Ukraine, while the moderator was Bojana Bajic, Public Policy Innovation and Digitalization Officer at ReSPA.
“Institutions exist to serve citizens, and technology, when used responsibly, has the power to significantly improve the delivery of public services.”—emphasized Josifovska Danilovska in her presentation on the ethical use of new technologies in support of digital governance.
In her presentation, she highlighted the opportunities and risks brought by new technologies, especially artificial intelligence, in the context of digital governance. She placed particular emphasis on improving data-driven decision-making, improving public services through fast and accessible support, detecting fraud and reducing corruption with the help of algorithms, strengthening public safety, and optimizing the healthcare system.
However, Josifovska Danilovska stressed that these benefits are conditional on addressing ethical challenges such as bias, privacy violations, and limited transparency. She called on institutions to introduce ethical checks, transparent processes, and inclusive policies, with the aim of creating a just and accountable digital society.
This discussion is a reminder of the importance of accountability and respect for human rights in the era of digital governance.
