In yesterday’s session, the Government of Kosovo adopted its National Action Plan (NAP) on Open Government Partnership (OGP) for the period 2023-2025. This was announced by the Office of the Prime minister of Kosovo during the discussion of civil society organizations from the Western Balkans that participated in the project “Increasing Civic Engagement in the Digital Agenda – ICEDA”, whch also includes the Metamorphosis Foundation. They met yesterday and the day before in Prishtina to discuss the implementation of digital transformation through the Open Government Partnership, reported Portalb.mk.
During the discussions, a representative from the Office of the Prime minister of Kosovo shared the information that Kosovo had apparently adopted a National Action Plan, thereby becoming another country with an adopted plan, along with neighboring Albania, North Macedonia, Montenegro and Serbia.
As reported by the representative from the Office of the Prime minister, the plan was based on four pillars: Digital governance; Open data; Civic participation and Anticorruption fight.
The Governemnt of Kosovo also published the informaton on its official website.
“The National Action Plan 2023-2025 on Open Government Partnership was adopted. The National Action Plan is based on the following pillars: Digital governance; Open data; Civic participation; and Anticorruption fight. As a document, the Open Government Partnership consists of the government policy on improving public services, increasing transparency, accountability and efficiency of public administration,”informed the Kosovo Government.
What is the Open Government Partnership (OGP)?
As a global initiative, Open Government Partnership (OGP) is a large partnership of entities from national and local level that work together on the development of action plans with specific steps – commitments – for a wide scope of issues. From 2011, the idea of OGP is that an open government is more accessible, more responsible and more accountaible towards the citizens and that the improvement of relations between the people and their government has long-term, exponential benefits for all.
Working in the wider context of democratic regression, closing of civic space and the rise of authoratative and populistic politics, this mature partnership of 78 members including the even bigger number of local governments and thousands of civil society participants, enabled more than 4.000 governmental reforms and most of them expressed significant influence.
Among national members in this initiative are the Western Balkan governments such as Albania (2011), Bosnia and Herzegovina (2014), Montenegro (2011), North Macedonia (2011) and Serbia (2012).
With a smaller or wider focus, especially for the plans developed in the initial phase of the Covid-19 pandemic, the Western Balkan governments created their NAPs through digitalization of various sectors, identified as priorities.
The project “Increasing Civic Engagement in the Digital Agenda – ICEDA” is implemented by Metamorphosis Foundation (North Macedonia), the Academy for e-Governance (Estonia), the Movement Mjaft! (Albania), Partners for Democratic Change (Serbia), NGO 35mm (Montenegro) and ОDК – Open Data Kosovo (Kosovo). The project is financially supported by the European Union and promotes better digital services in the Western Balkan region.
