The Metamorphosis Foundation for Internet and Society in partnership with the Rural Coalition begins implementing this year’s measurement of the openness of local self-government units in the Republic of North Macedonia.
The measurement of the openness of all 81 local self-government units will be conducted according to the Openness Index, which is a composite indicator that determines the degree of openness of institutions towards citizens and society and was created in order to define the extent to which citizens receive convenient and understandable information from institutions.
In order to measure the degree of openness of local self-government, following legal regulations, international standards, recommendations, as well as good practices, monitoring through the Openness Index is carried out according to specific quantitative and qualitative indicators, which relate to access to information on official websites, published data on the institution’s operations, public procurement, information on the spending of public money, etc.
After completing the measurement of the openness of local self-government units, and based on the analyzed data, the Metamorphosis Foundation will develop a public policy document that will be communicated to the local self-government and the public, in order to help promote the openness of local self-government towards citizens.
