The Metamorphosis Foundation for Internet and Society in partnership with the Rural Coalition, and with support from the Government of Switzerland through the Civica Mobilitas program, prepared an assessment of the state of good governance of local self-government units (LSGs) in the Republic of North Macedonia for 2024.
The assessment is the result of a survey conducted based on the Openness Index, which aims to determine the extent to which the principles of good governance are respected, in this case by local government in the Republic of North Macedonia.
The Openness Index is based on the methodology of the LSGU Openness Index in the Western Balkans region, implemented by ACTION SEE – Accountability, Technology and Institutional Openness Network in South East Europe. The Index takes into account the differences and specificities of each country, both in terms of legal obligations for LSGUs and in terms of practices. The methodology was revised at the beginning of 2021 and at the beginning of 2024, in order to adjust the components of the Index (areas, sub-areas, indicators, tools) to ensure its full applicability and relevance for assessing the openness of LSGUs in the Republic of North Macedonia.
This report offers an analysis of the work of LSGUs in the Republic of North Macedonia in relation to the principles of transparency, awareness, accessibility and integrity, with a common domain present in all four principles – open data. Based on the assessment, recommendations are given for improving the work of LSGUs in the areas covered by the research.
