North Macedonia has made significant progress in the process of accession to the European Union, especially after the first Intergovernmental Conference in 2022. One of the key elements in the accession reforms is the digitalization of public administration, which allows for greater efficiency, transparency and a more effective fight against corruption. The European Commission’s reports note both progress and challenges, including the upgrade of the National e-Services Portal and the need to improve data quality, the use of interoperability, and greater institutional coordination. In this context, the Growth Plan for the Western Balkans, initiated by the European Commission, represents an additional opportunity to strengthen reforms through economic integration with the EU, regional cooperation, fundamental reforms, and financial support. North Macedonia has prepared and started implementing its own Reform Agenda, which is aimed at good governance, digital and energy transition, human capital development, support for the private sector, and promotion of the rule of law. In October 2024, the European Commission approved the Reform Agenda of North Macedonia, opening access to €6 billion from the Reform and Growth Facility–funds that will support the country’s democratic and economic progress, including the transformation of public administration through digitalization.
