The main goal of the project is to enable a sustainable and inclusive implementation and planning of commitments within the Open Government Partnership (OGP) process by supporting the execution of existing measures and strengthening the co-creation process for the upcoming National Action Plan for OGP 2027–2029.
The specific goals are:
- Providing expert and procedural support for the preparation of secondary legislation related to the financial reporting of political parties, as outlined in Commitment 4.1, “Digitization of Processes for Financial Reporting of Political Parties,” of the current National Action Plan for OGP 2024–2026.
- Supporting the multi-stakeholder co-creation process through an inclusive and structured approach for the preparation of the National Action Plan for OGP 2027–2029, with active participation from civil society organizations and other relevant actors.
Expected results:
Co-created secondary legislation for transparent financial reporting of political parties and a co–created National Action Plan for the Open Government Partnership 2027–2029.
Project activities:
– Engagement of experts through an open call to draft secondary legislation and prepare the National Action Plan (NAP), which will be developed through an inclusive multi-stakeholder process.
– Organization of workshops for the preparation of secondary legislation with the institutions responsible for implementing Commitment 4.1, “Digitization of Processes for Financial Reporting of Political Parties,” to be held at the premises of the Ministry of Finance.
– Organization of consultative workshops with political parties, relevant institutions, and civil society organizations at the Ministry of Finance.
– Preparation and submission of the secondary legislation to the Ministry of Finance for adoption.
– Conducting thematic workshops in different regions of the country to ensure contributions to the NAP based on citizens’ needs.
– Preparation of thematic media articles following the workshops, including interviews with various stakeholders on citizen needs for specific topics, workshop recommendations, and proposed solutions.
– Preparation of a positioning document for the OGP, which will serve as a basis for the future development of the country’s OGP Strategy.
– Preparation and submission of a final report to the OGP Secretariat.
