As part of the USAID Civic Engagement Project, the Metamorphosis Foundation conducted an Assessment of the level of implementation of the Transparency Strategy Action Plan (2019-2021) in the period November 2019 – November 2021. The AP for the implementation of the Transparency Strategy covers a period of two years, consists of five chapters and in each of them, there are several strategic determinations, which are then divided into measures and activities. For each activity, there is a specific time frame for implementation and the entity/person who is implementing it, and there are indicators of success. Metamorphosis monitors the implementation of activities according to the success indicators given in the AP itself, so this can serve as a shadow report on the implementation of the AP.

The monitoring assesses the implementation of the AP in two dimensions: (1) whether it is implemented in a timely manner and (2) whether it is fully implemented, in a random sample of 50 institutions: 16 ministries and 34 executive bodies. The questionnaires were answered by 33 of the 50 contacted institutions, i.e. 66% of them: the General Secretariat, the Secretariat for European Affairs, 11 ministries, and 21 executive bodies.

Out of a total of 45 activities in the Action Plan, nine are fully completed within the stipulated deadline; three are completed with a delay, while eight activities are still ongoing. A total of 25 activities are unrealized.
