Open Access Initiative Macedonia Digital Clubhouses Draft Standards by Metamorphosis for Public Internet Access Points Recycling Used Computers Knowledge Transfer{mospagebreak title=Open Access Initiative Macedonia}Open Access Initiative MacedoniaOpen access (OA) is the free online availability of digital content. It is best-known and most feasible for peer-reviewed scientific and scholarly journal articles, which scholars publish without expectation of payment.Even though most Macedonian academic institutions publish journals, most of them do so in print form – failing to use the advantages of the new technologies, with very limited distribution, and sometimes with the full text in Macedonian language only.The main problem with access to the knowledge stored in the scholarly journals outside Macedonia is the price of the subscription. While the main problem within Macedonia is lack of institutional interest and incentive, leading to their general absence from view both of the scientific community and the general public, resulting in low level availability, especially in combination with the language barrier.Promotion of open access within Macedonian scientific community will take place in two stages: awareness raising and implementation of tangible projects.Awareness rising will encompass public events, such as lectures and workshops taking place within the academic institutions, aimed at the lecturers and the students. They will also be used for increased promotion of the concept to the general public, through publishing news about them, accompanied by opinion pieces, columns and explanatory articles.These efforts will emphasize developmental, economic and educational benefits resulting from the practice of open access, as well as its usefulness as promotion tool for Macedonia as a brand, and the individual scholars, especially through publication of other forms of peer-reviewed scientific research, such as Master's and PhD theses, in addition to articles appearing in professional journals.The second phase will be based on direct cooperation with academic institutions (faculties), who also act as publishers of local scientific journals in their respective fields. Metamorphosis will offer expertise, software, web hosting and other forms of aid to institutions willing to make websites for their journals, published in Macedonian and English. Those without capacity to digitalize and publish their content on the internet will be included in the creation of institutional repository which will enable collecting and preserving their intellectual output.{mospagebreak title=Digital Clubhouses}Digital ClubhousesFoundation Metamorphosis in cooperation with the Foundation Open Society Institute – Macedonia implements the „Digital Clubhouses“ Project. 12 digital clubhouses are established in the realms of the project.Digital Clubhouses offer various activities and services including access to ICT for the members of the community with the aim of supporting their social and economic development.Digital Clubhouses mission is to provide education, access to e-databases, use of e-services and creating awareness for information technology and democracy, as well as promotion of methodologies and ideas that will help in enhancing the spreading of ICT among the people regardless age and origin.Map of the digital clubhouses DC KamenjaneDigital clubhouse Kamenjane is located on the main street in the village Kamenjane, Tetovo region. This clubhouse has 7 PCs, a printer and a scanner. Digital clubhouse is located near the primary school and apart from the villagers of Rankovce, the digital clubhouse is regularly visited by the villagers from the neighbouring villages (Petralica, Vetunica, Opila, Ginovce, Radibush, Psacha, Otoshnica and Ljubince).Digital clubhouse has 4 PCs, a printer and a scanner and offers the following services: Basic computer skills courses (Microsoft Office) Scanning Printing PC games Internet access (surfing and e-mail)DC DebresheDigital clubhouse Debreshe is located in the village Debreshe, near Gostivar. It is located in the centre of the village, near the mosque.Digital clubhouse is equipped with 8 PCs, a printer and a scanner and offers the following services: Internet access (surfing and e-mail) Working with Word, Excel and Power Point Printing Scanning PC gamesDC SamokovDigital clubhouse is located in the village Samokov, 60 km north-east from Kichevo. It has 7 PCs, a printer and a scanner.The regular visitors are the children and the youth from Samokov that use the following services offered by the digital clubhouse: Internet access (surfing and e-mail) Working with Word, Excel and Power Point Printing Scanning PC gamesDC Vrama SiThis digital clubhouse is located in the Roma educational centre Vrama Si in the impoverished Roma settlement Pero Chicho in Kumanovo. The digital clubhouse is visited by children and youth from the settlement and from the neighbouring settlements to learn the basic computer skills. They attend course on Word and Excel, as well as Internet searching, and they use PCs for surfing, e-mail, printing and scanning.The digital clubhouse has 7 PCs, a printer and a scanner.DC NegorciDigital clubhouse Negorci is located in the village Negorci, near Gevgelija. Project objective is providing computers and computer equipment to ones that cannot afford to buy.
