Within the project “Citizens in the Parliament: Legislative initiatives for human rights” of the Westminster Foundation for Democracy, the Metamorphosis Foundation authored a public policy paper “Possibilities for legal implementation of OER”. This paper comprises an all-embracing analysis of the legal framework on education and the possibilities for implementation of the open educational resources. Namely, it comprises the Law on Primary Education, Law on Secondary Education, Law on Higher Education, Law on Textbooks for Primary and Secondary Education, Law on Copyright and Other Related Rights, and it allows understanding of situation, drawing conclusion and recommendations for possible regulation of the open educational resources in these laws.
