On April 4th and 5th the Metamorphosis Foundation, as part of the USAID Civic Engagement Project, held its second training for openness for civil servants from ministries and agencies. 27 civil servants took active part in the event.
The purpose of the training was to build civil servants’ capacities with tools and methods that serve to improve openness in their respective institutions.
As part of the project activities, the Metamorphosis Foundation monitored the implementation of the Action Plan of the Transparency Strategy and we monitor the openness of the institutions through the Openness Index. The Openness Index is a composite set of indicators that assesses the performance of the executive branch of power in the area of good governance with a focus on four pillars: accessibility, awareness, integrity and transparency, with an encompassing theme – open data.
The training was delivered by two experts in the field who have been included in the monitoring for the first 3 monitoring cycles in North Macedonia. The programme was adapted to the 4 ROI pillars and the training delivery was performed through several different methods based on non-formal education, among which group work, presentations, practical exercises, open discussion, etc.
The first training for openness for civil servants was held on March 22th and 23th. 26 representatives of state institutions attended the first training based on the principles of the Openness Index.
