A hybrid event – Panel Discussion: Delivery of digital services created for the citizens is going to be held on September 2, at 10:00 CEST. The event is organised by the Friedrich Naumann Foundation for Freedom, Metamorphosis Foundation for Internet and Society, and the Institute for Social Sciences and Humanities – Skopje (ISSHS). The event is organized in synergy with the projects supported by the Friedrich Naumann Foundation for Freedom, implemented by Metamorphosis Foundation for Internet and Society, and the Institute for Social Sciences and HumanitiesSkopje (ISSHS), and in synergy with the project Increasing civic engagement in the Digital Agenda – ICEDA. The event will contribute to the public and expert debate on the possibilities for real digitalization of the services provided by the public administration at central and local level in the Republic of North Macedonia and will serve as a source of key and expert knowledge for the responsible stakeholders.

Based on two compatible studies, conducted by the Metamorphosis Foundation for Internet and Society and the Institute for Social Sciences and Humanities – Skopje (ISSHS), we believe there is a strong need to start a dialogue between civil society, advocacy groups and policy makers on how the declared commitment of the government towards digital democracy is being implemented. In addition, the issue of its decentralization is essential because it is a prerequisite for proper, successful and efficient digitalization of governance and society. Thus, the issue of digital administration is not just one sector that combines administration and IT under one ministry, but intersects several sectors. Because personal documentation and their decentralized digitalization are the immediate benefits of proclaimed digitalization for citizens, our studies and this event focus on this issue. We propose policy solutions to harmonize the “pre-digital” laws on personal documentation with newer ones that include personal documentation, population register and related issues adopted in 2019. We are also researching the infrastructure and capacities of the municipalities to implement appropriate administrative decentralization in the field of personal documentation.

The event is open and it is expected to be attended in person by up to 30 representatives of institutions, civil society organizations, media and other stakeholders. The event will be held offline and online. The working language of the event is Macedonian, with translation provided in Albanian and English.
